The handle on a ship's wheel with extra grooves at its tip is called the kingspoke. The grooves are there so that the helmsman can feel them while steering the ship in the dark. It's also used to determine the exact position of the rudder—when the king spoke points straight upward the rudder is believed to be dead straight to the hull.
